White Size

Need a JPEG to TIFF converter which also reduces file size and converts to black and white. Any ideas?

One of our offices has scanned 200 documents into colour JPEG format (rough size is 200KB each). I need to be able to convert all these quickly into TIFF format but keeping file size same or smaller and into black and white. Hopefully some free software out there?
